I've added glass to a few decks and carbon fiber to one but mostly I don't use it. A 1.2cm (~0.5 in) birch deck will be plenty stiff and plenty strong. If you are doing a lot of freestyle or boardslides you may want the extra strength but really I don't think it's needed.
Yes, when I use glass I just lay it on the deck, pour on the resin and smooth it out. I tried it one time in a vacuum bag (to squeeze out extra resin) and it worked OK but my bag leaked so the pressure was minimal. And, check out Roj's comment on page 12 of that thread about why it's better to put the glass on the outside - he explains it way better than I can.

I've built decks with 4 layers of 3mm birch and 3 layers of 3mm birch (and various combinations of birch and bamboo). For me 0.9mm of birch is enough (that's what I was riding today!) Not too flexible. But I don't ride it hard - just cruising. I'd be surprised if you needed anything thicker than 1.2cm, especially if you add some glass.

And, I agree with Icarus. I don't think you will feel any difference in flex if you add a handle. You will feel much better carrying it up the hill!
